Guidelines for establishing Employee
Benefits Card Facility Authorised Signatories and Verifying Officers.
Authorised
Signatories
Authorised signatories, verifying officers and
the program administrator are instrumental to the efficient and
effective operation and administration of the organisation's employee
benefits card program. It is imperative that organisational representatives
undertaking these positions are comprehensively briefed on their
roles and responsibilities.
The Authorised Signatories, duly approved
by the Chief Executive Officer (or equivalent), are viewed by Westpac
as the organisational representatives responsible fo the operational
performatnce of the Employee Benefits Card Program in the organisation.
Authorised Signatories have specific roles and responsibilities
relating to the following:
- Approving
all arrangements for the organisation's employee benefits card
program, particularly in relation to requests sent to Westpac
for action
- Approving new cardholders
- Approving verifying
officers
- Verifying the destruction of Employee Benefits
Cards and closure of Cardholder accounts when accounts are no
longer required
- Co-signing Cardholder Applications
To establish an authorised signatory,
a letter of nomination is to be forwarded to Westpac (sample provided).
The letter is to contain the following details:
- Name and address of
the nominee
- Organisation details (title, position, location
etc)
- Nominee's role and responsibilities
- Specimen signature
All nominees must be identified
to Westpac in accordance with the 100 point customer identification
system (in accordance with the relevant Commonwealth legislation
and Customer Identification Form). This identification may be carried
out with any Westpac manager.
Types of identification and the points
value of each are prescribed on the reverse of the Customer Identification
form and include (but are not limited to) combinations of the following:
- Birth
certificate
- Passport
- Citizenship certificate
- Bank customer details
- Driver's Licence
- Identification cards
- Credit/ATM cards
- Passbook (with black light signature)
Alternatively,
the nominee may complete a "Reference by Acceptable
Referee" form. Acceptable Referees include Accountants, Barristers,
Dentists, Justices of the Peace and Medical Practitioners. A full
listing of Acceptable Referees is listed on page 2 of the form.
Verifying
Officers
Verifying Officers, who are approved by Authorised
Signatories, play an important role in the employee benefits card
program, particularly in the initial phases as one of their primary
roles is identifying new cardholders in accordance with the requirements
of the relevant Commonwealth legislation, i.e. 100 point customer
identification system.
To establish a verifying officer, a letter
of nomination is to be forwarded to Westpac (sample provided).
The letter is to contain the following details:
- Name and address of
the nominee
- Organisation details (title, position, location
etc)
- Nominee's role and responsibilities
- Specimen signature
